The project restricts occupancy to elderly families pursuant to the requirements of Section 3-19.B of HUD Handbook 4350.3. The project qualifies to restrict occupancy to elderly families because it was originally financed with a Section 221(d)(3) loan (with a market rate interest rate) and received rental assistance under a Rent Supplement Contract. Additionally, it was designed for occupancy by elderly families, as evidenced by designations in the original 1976 Management Plan and a 1976 financial agreement with the City. An elderly family is one in which the head of household, cohead, or spouse is at least 62 years of age.
